Which Handover Documents Are Actually Required?

A solar handover pack contains three different classes of document: required ones that block a drawdown if missing, advised ones that strengthen the file, and conditional ones that are mandatory only when they apply. Treating all three as one undifferentiated checklist is why packs get submitted incomplete: the genuinely blocking gaps are hidden among items that were never needed for that particular install.
Most handover checklists present every document identically. A site photograph sits beside a factory acceptance test report, both with an empty tick box, and nothing tells you which one will hold up a payment.
The result is predictable. Teams either chase everything equally, which is slow, or they submit when the list looks mostly full and discover at review which gap actually mattered.
Three classes, not one list
Required. The pack is incomplete without it and a drawdown can be held. Site photographs, the single line diagram, the electrical certificate of compliance, the signed service level agreements, the as-built drawings, the asset register.
Advised. The file is materially stronger with it and some lenders will ask. Weekly progress reports, equipment datasheets, delivery notes, the workmanship warranty, the as-built yield report.
Conditional. Mandatory when it applies and irrelevant when it does not. This is the class most checklists get wrong.
Why conditional matters more than it sounds
Consider SSEG registration. On a grid-tied installation that exports or needs utility approval, it is not optional in any sense: without it the installation is not compliant. On an off-grid system there is nothing to register at all.
Marking it "advised" is misleading in both directions. It understates the requirement for the sites where it binds, and it manufactures a permanent gap on the sites where it does not.
The same applies to the energy regulator licence, which is required where system size or export arrangement crosses the threshold and irrelevant below it, and to structural reports, which matter for roof mounts where most ground mounts do not need them.
A conditional document should say when it applies, not just that it might.
What this changes in practice
Once the classes are distinguished, two useful things become possible.
First, you can see completeness honestly: seven of nine required documents in Phase 2 is a meaningful number in a way that "twenty of thirty-one items" is not.
Second, a phase submission can be gated on the required set rather than the whole set, so a pack is not held up by an optional factory acceptance test that nobody was ever going to produce.

A lender-recognised solar handover runs in four phases: approvals and pre-construction, construction and equipment, commissioning and inspection, then handover and as-built. Each phase has its own required set, and each phase approval is what releases the corresponding drawdown.

Who decides whether a document is required?
The lender, ultimately, and the applicable standards. What a platform can do is encode the common case, state the condition for conditional items, and let the requirement be resolved per deal rather than applied as a blanket rule.
Are site photos really required?
Yes. They are the cheapest evidence in the entire pack and the first thing a reviewer looks for when a claim is questioned. Treating them as optional is a common and expensive mistake.
What happens if we submit with a required document missing?
The submission is usually not rejected outright, it stalls, which is worse: the drawdown does not arrive and nobody is quite sure whose turn it is to act. Seeing the gap before you submit is the entire point.
